U.S. Senate Proposes Net User's 'Bill of Rights'

New compromise legislation attempts to guarantee user's rights to set up web sites and receive content without worrying about being blocked by ISP's. In addition, ISP's are required to provide "naked" services that don't include such things as telephone or cable t.v. subscriptions. The legislation does not prevent tiered internet access, however.
