Arrest Warrant for Senator George Allen (R - VA)

I trudged down to the Albemarle County Courthouse the other day to do a little digging. What I found there buried in the shelves of the historical records was baffling. Why was there a warrant for George Allen's arrest in 1974? Why did he need to attend a criminal hearing on February 15th, 1973?
